understaffed, unorganized, billing is always wrong. lost/misplaced personal things.
rooms are not clean and need updating.

The staff appears to be over-worked and underpaid.
Residents are vulnerable to having to contend with room-mates who can be noisy and disruptive, and offered no recourse.
